Development Review/Long Range Planning/ Planning Commission

Overview

The Planning and Development Review section works with land owners, developers and businesses to assist with site development plans, land subdivision, and residential building activities. In conjunction with the Planning Commission, the section offers recommendations to the Board of County Commissioners. Additionally, staff drafts and prepares land use plans, documents, and reports. 

Customer Service

Working through the county development processes can be complicated and can lead to frustration. The Development Navigator and customer service staff can assist by leading and supporting property and business owners through the processes. 

Long Range Planning

Long Range Planning includes the preparation of the county's land use policies including comprehensive plans, town center master plans, zoning ordinances, transportation plans, and other supporting plans. It also includes implementing plans, projects, and programs within the department through ordinance, text, and map amendments. Staff also manages the completion of the Department's Annual Report and bi-annual Adequate Public Facilities Report for school facilities.

Site Plan

Site plans are required in order to ensure that new development complies with all zoning ordinances and agency requirements thereby promoting the health, safety, and general welfare of Calvert County residents. Staff provides review and recommendations for commercial site planning, including landscaping and multi-family for approval by the Planning Commission or its designee.

Subdivision

Staff provides subdivision plan review in order to ensure that new development complies with all county ordinances and agency comments through all stages of review; concept, preliminary, final, and recordation. Staff coordinates review and recommendations for subdivisions, road names, and replattings for approval by the Planning Commission or its designee. Staff also reviews improvement plans, grading plans, and road plans, and assists property owners with understanding the regulations, zoning maps, density calculations, and the subdivision process. Staff drafts revisions to the ordinances and Comprehensive plan in accordance with other regulation changes, and presents these revisions for approval by the Planning Commission and the Board of County Commissioners.

TEG/SEG

The Technical Evaluation Group (TEG) and Subdivision Evaluation Group (SEG) includes state and county agency representatives who meet monthly to review proposed layouts and designs of commercial and/or residential property. TEG focuses on site plan reviews , while SEG focuses on subdivision reviews. The purpose of the TEG/SEG groups is to review the plans presented by the property owner, engineer, architect, land surveyor, or agent, and to identify, communicate, and resolve any problems or issues involved with the proposed development.
